It is the process. We have set up a system where nobody gets fired.

But, one, we don't have an inventory of vacant Federal properties or underutilized Federal properties. That's a given.

This isn't very glamorous. But just look at the progress we've made.

The bipartisan cooperation has been very effective in moving this forward.
