I strongly support this program. This is a highly successful program that helps people help themselves. By helping poor people to increase their income and assets, we are enabling them to improve their own welfare, health, housing and education, all at a very small cost-effective investment. This is a program that works, and this is the type of activity that we as a Congress should be encouraging.
