we are talking about a rule here on a tuna- and-fish bill. Everyone knows there is something fishy and something wrong with campaign financing as we know it. I think this side wants to change it. The problem is that the other side and the White House, even as we speak here today, have not done much to cooperate in the investigation to see what is wrong with current campaign financing. Even as I am here, documents are being delivered from the White House. Today we were about to question and hold in contempt the White House legal counsel because month after month they have refused to cooperate with us. They said they were going to give us documents and did not until that pressure was applied. So we want campaign finance reform, we want to improve the system, we want to work with the other side, and we know we can and must do a better job. But we should at least have the cooperation that we have had to elicit out of the other side by force, unfortunately, today.
