On the recordJuly 10, 2002
I think it gives us the ability to defend the cockpit. And a terrorist will not know, a terrorist will not know which of these pilots are armed, but they will know that we as a Congress have acted and allowed some of those pilots to be armed. They will not know how many air marshals are on what plane either, but they will know there will be air marshals. They will know there will be another line of defense. So, again, I think this is a good beginning. I think it is a good compromise. I want to honor the compromise that we have so carefully crafted. Again, I rise in reluctant opposition to the amendment offered by my friends, the DeFazio-Thune-Nethercutt amendment.
