My colleagues and Mr. Speaker, this is a 60-day extension that has been agreed to by our leadership and negotiated with the other side of the aisle. I believe it will ensure the surface transportation programs at the Department of Transportation will continue to function, and that we can continue programs across the country, ensuring our men and women stay in jobs at such a difficult time with our economy, again, needing some reliability in transportation programs from this Federal level. Dear Chairman Mica: I am writing concerning H.R. 4239, the ``Surface Transportation Extension Act of 2012,'' which is scheduled for floor consideration this week. As you know, the Committee on Ways and Means has jurisdiction over the Internal Revenue Code. Title IV of this bill amends the Internal Revenue Code of 1986 by extending the current Highway Trust Fund expenditure authority and the associated Federal excise taxes to June 1, 2012. However, in order to expedite this legislation for floor consideration, the Committee will forgo action on this bill.…
