None of the funds made available by this Act may be used to implement Alternative A, Alternative C, or Alternative D, described in the Final General Management Plan and Environmental Impact Statement for Castillo de San Marcos National Monument in St. Augustine, Florida, for the educational center authorized by Public Law 108-480 nor shall funds be expended for a new General Management Plan other than the General Management Plan approved by record of decision published in the Federal Register September 10, 2007.
