And under section 2667 of title 10, it could be determined by the Secretary of the Air Force that public interest would be served as a result of the enhanced use leave agreement that is being offered and that competitive procedures are not compatible with the public benefit served by this public interest. Thusly, it is in the public interest to deal with a public entity.
