I just rise in strong support of the amendment offered by the gentleman from Texas (Mr. Neugebauer). He has worked with the committee in drafting this amendment, done an excellent job, and we also have the support of FAA on this amendment. I ask everyone to join in passage of this well-crafted amendment.
