This is disgraceful, that we have Federal properties around the country--and the Department of Agriculture--again, went out there, visited, requested that we come up with a proposal.

It is the process. We have set up a system where nobody gets fired.

Fifteen years later, we see a system that has not complied with the laws that we have passed multiple times.

We have pilots that are flying planes. We don't know who they are.
