This is disgraceful, that we have Federal properties around the country--and the Department of Agriculture--again, went out there, visited, requested that we come up with a proposal.

People are left in limbo because they don't know if they can rebuild their homes.

I think we've made a lot of progress--unfortunately, in the wrong direction.

We tried to get them to comply, but they never did fully comply.
