It's not how much you spend, it's how you spend it, and then getting money out.
Unfortunately, many of them are sitting in the Senate, but we have not neglected trying to change laws.
My preference would have been to put the money in the Northeast Corridor in one route and show some success and partner ...
I think we have to incentivize the private sector and partner with it.
