we appreciate very much the issues that have been raised by the gentlewoman from Texas. I think she makes some very valid points. They are issues that need to be considered, but we do not think they should be in the context of this particular legislative item before us. We are willing to work with her and also consider them in other appropriate legislation. So we thank the gentlewoman, and we hope that she would consider withdrawing her amendment.
