If the terrorism threat to America was reduced to going away, I would be the first one to support a reduction in funding...
We could--we could have, my hope was, about this time be cutting a ribbon somewhere.
It's not how much you spend, it's how you spend it, and then getting money out.
I believe they are set up to exclude people instead of categorizing their needs.
