I would like to salute everybody that made this authorization bill work. It is a bill to be proud of. The gentleman from South Carolina (Mr. Spence), the committee staff, members of the conference committee all came together and made a big difference on an issue that I have been hearing about, not only since I first got elected in 1994, but heard about from my grandfather who fought in World War II, who gave his entire life to the military, and yet, when he died, he was upset because his military and also his government did not keep the promises that they made to him about military health care. Well, this bill makes a big difference and moves us in that direction where a promise made to our brave fighting men and women when they first enlisted is now being kept. Again, everybody involved in this process should be saluted: certainly the gentleman from South Carolina (Mr. Spence); his tireless committee staff; members of the conference committee; the gentleman from Indiana (Chairman Buyer) on the House side that made a big difference.
