I agree with the gentleman 100 percent. I have to tell him, though, if we do go through a process where we block grant some of these programs back to the States, I think the important thing is that we do empower them and allow them to make the decision, just like you said. Because Pennsylvania's issues on education, on transportation, on school lunch programs are different, I can guarantee they are different from Pensacola, FL.
