I am not afraid of an arbitration process, and I like the McCollum idea that we are actually taking it out of New York and moving it across the country. What I fear is that the gentleman is setting up an arbitration system that has absolutely no supervision from any court above it. The gentleman is going to be talking about the wild, wild West where somebody in Fargo could make a decision that has absolutely nothing to do with the rate system that happens in Atlanta, Georgia or California. We would not do that with our Federal court system; why would we do it with this?
