“Because I am a little confused here, Mr. Speaker, because for a year and a half I have been hearing about how the Republicans have cut too much. Now tonight I am being reeducated, and I find out that we are not cutting enough. Can the gentleman from Texas explain it to a freshman who is confused? How do we on one hand cut too much, and we are too savage for a year and a half, and now I hear the ranking member saying that we are going too far. If the gentleman can clarify that point, I would appreciate that.”
