Many now are admitting in the press that there are not going to be cuts. Senator Moynihan has said there are no cuts in Medicare. We have had Members in this House come forward and say that the Democrats need to admit that the Medicare plan is not as draconian as they originally said it was, that this is a plan that works. If we look at the PSN's, provider service networks, where we are allowing, again, free market-driven solutions, if we look at the HMO's, if we look at the medical savings account, this is a revolutionary plan. I mean, we are giving the seniors 31 years of revolution in the health care field in one act. I have to tell my colleagues something. I will tell any senior citizen that I am proud to be a part of this process. This is an historical time.
