If it will have no negative effect on the effective date, I certainly will consider it. I cannot give the gentleman an answer right now, but I certainly would consider that. My main concern is that we do not delay implementation of this obviously, because if it is a national crisis, as the gentlewoman from Texas says it is, we do not want to waste 3 months.
