today I had planned to offer an amendment to the Foreign Operations bill that would allow aid to only be given to countries who have extradition treaties with the United States. Mr. Chairman, I will not be offering that amendment today, but I would like to take this opportunity to discuss the importance of placing international extradition treaties higher on our foreign policy priority list. Will the committee agree that this is a pressing issue that needs to be addressed?
