In conclusion, Mr. Chairman, when the gentleman from California [Mr. Riggs] was speaking before the committee, on questioning, he was saying we needed to go slow as far as new authorization. Our reluctance was not to increase it too fast until the authorizing legislation caught up to what is happening in charter schools. Charter schools is a good idea, but the technology program is something that I think we need to continue to push forward on and achieve that $2 billion goal. I rise in reluctant opposition.
