I would like to reinforce the point that the gentleman from Florida (Mr. Weldon) just made. One of the central recommendations of the Cox-Dicks report is that we need to beef up domestic launch capacity here in the United States as a matter of national security. We have a very direct, simple opportunity to do that by investing in increased launch capacity in the Vandenberg Air Force Base in California and in the Kennedy Space Center in Florida. This amendment provides additional funding for a second shift, will increase the ability of the Kennedy Space Center and the Vandenberg Air Force Base to engage in other commercial launch capacity, exactly what is being recommended by the Cox-Dicks report. This should be the first in a series of steps we take to directly respond to that recommendation. I urge adoption of the Weldon amendment.
