this Sunday, July 20, we will be commemorating the 23d anniversary of a tragic day for the democratic people of Cyprus. That was the day in 1974 that a foreign army invaded and occupied the northern one-third of the island. Since that time the Cypriot people have been struggling to regain their freedom and the House of Representatives and the American people need to be aware of the plight and the suffering of the people of Cyprus. Therefore, I am very pleased that Congressman Bilirakis has called this special order so that I may join with him and my other colleagues to bring the suffering of Cyprus to the attention of the general public. We should note that there are encouraging signs of a growing commitment to find a peaceful resolution to this problem. The President has appointed Ambassador Richard Holbrooke as Special Envoy on Cyprus. Ambassador Holbrooke played a key role in bringing the warring factions in Bosnia to the peace table and to agreement on the Dayton peace agreement. Ambassador Holbrooke, along with the ongoing effort by the United Nations and the European Union member countries, will try to finally bring the 23-year-old dispute to a peaceful resolution.
