Mr. Bilirakis, I thank you for your clear and consistent message that restrictions should not be lifted against the Castro regime until those conditions are met. Our next speaker, Mr. Speaker, is the gentleman from Alabama, Congressman Bradley Byrne, who so understands that good trade is based on free and fair countries that cherish the principles upon which our great country was founded--freedom, democracy, respect for the rule of law--all of which are missing in today's Cuba. His great city of Mobile, Alabama, will greatly benefit once we have free trade and fair trade with a Democratic Cuba. I yield to the gentleman from Mobile, Alabama.
