Mr. Chairman, I wanted to engage our colleague from New York, Mr. Serrano in a series of questions about some of the statements that he has made. For example, he said that the amendment that we passed yesterday had to deal with how the United States is monitoring Cuban embargo. That is not the case. The amendment that we will pass deals with how the State Department is or is not administering the laws that the U.S. Congress has passed with almost 400 votes in favor in a strong bipartisan way. We would like the State Department to administer the law. The U.S. Congress approved it. We would like the State Department to approve it, to implement it. Furthermore, the gentleman from New York [Mr. Serrano] is saying that Castro was so upset about the U.S. planes flying so close to his territory. Too bad that the facts of the case are that every international body, including the United Nations, that has looked at this incident has said that it was an unarmed, humanitarian flight that took place in international waters and Castro killed American citizens, shot them from the sky. But my colleague is not concerned with that. He is concerned with Castro's accusations. He is not concerned about our constituents that died, and he is not concerned about the thousands of Cubans that die every year trying to get to liberty. He wants to do Castro's work in the U.S. Congress.
