Reclaiming my time, the gentleman must understand that all the amendment says is that the Federal Government will cover these costs. There are countless programs that are now on the books, they sound really great, and all we say is, and, gee, local government, local school district, if you do not have enough money, do not worry, we will cover those costs. And it is not happening. The check is not in the mail, and merely saying that the Federal Government will pick up the costs will not make it happen. My children believe in the Easter Bunny, but I, I say to the gentleman from Kansas do not.
