Mr. Speaker, to close on this bill, I am pleased to give our remaining time to the gentleman from California (Mr. Royce), who is the chairman of our Subcommittee on Foreign Affairs on Terrorism, Nonproliferation and Trade and has been a leader in this sanctions legislation for a mighty long time.
