this is a friendly observation, and I thank the gentleman for yielding to me. In the previous amendment on Ethiopia, I made a commitment to the gentlewoman from Texas [Ms. Jackson-Lee] that I hoped to be in Ethiopia and in Kenya in 3 weeks and that I would hand deliver a letter jointly by her and me to president Meles. I would make the same commitment to the gentleman that he and I sit down and draft out a letter to President Moi, which I will hand deliver to him, giving him my concerns but principally the gentleman's concerns.
