I thank the sponsor of the bill, Mr. Himes, first of all, for holding the roundtables and the town halls-- they mean so much--and identifying the problem. The question is on the motion offered by the gentleman from Florida (Mr. Bilirakis) that the House suspend the rules and pass the bill, H.R. 3634.
