I rise as the designee of the gentleman from Texas (Mr. Self), and I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill (before the spending reduction account) insert the following: Sec. __. None of the funds made available by this Act may be used to pay to an individual employed in a Senior Executive Service position (as such term is defined in section 3132(a) of title 5, United States Code) at the Department of Veterans Affairs a critical skills incentive under section 706(d) of title 38, United States Code. The Acting CHAIR. Pursuant to House Resolution 1269, the gentleman from Florida (Mr. Steube) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Florida.
