In response, I would say that simply for a number of years the gentleman from Texas [Mr. Stenholm] and a number of us have worked on what we call a real balanced budget amendment. I do not see the fear that others might have of this. If we truly want to get to a balanced budget, this is the one; this is the one we have been working on, and I think it is in the best interest of our Nation and certainly it is time that we get going toward fiscal responsibility.
