Actually, I do not know if the gentleman from Pennsylvania (Mr. Greenwood) is going to change his language before it comes to the floor, but the language as I last saw it, it is not actually a ban. It is a moratorium. It is a 10-year moratorium on reproductive cloning, taking the cloned embryo and putting it in the uterus of a surrogate mother for the purpose of creating a child. It is a 10-year moratorium. It essentially is saying we do not think this is something we want to allow for the next 10 years, but in 10 years we may want to allow reproductive cloning. So I do not think it is a true ban. The other point I want to mention, and I have debated my good friend, the gentleman from Pennsylvania, on this issue many times in the past, a reproductive-only ban is very, very difficult to enforce.
