I support the efforts of the gentleman from Illinois to bring this issue to a vote. Let me just say that my intention in offering this amendment was purely one that I felt there was some merits to what the gentleman was talking about. I wanted to give the housing authority the flexibility it needed to accommodate situations that the gentleman is describing.
