I certainly want to associate myself with Representative Connolly's remarks earlier regarding the manner in which you have honored us with your presence here today and honored Congress for the important lessons of history that must remain present, ever present in our minds to make sure that these types of horrific actions never replicate themselves again.

Can you cite any progress in democratic reforms on the island that have resulted from that policy?
Well, of course that contact did not begin with this administration. We have always had travel, family unification and other types of licensed travel to Cuba, and it hasn't resulted in any democratic reforms.
In 1966, the United States of America granted Cuban nationals one of the most benevolent immigration provisions ever granted to nationals of any country on the planet, what became known as the Cuban Adjustment Act.
