It's fraught with difficulty because, out of these 240 amendments that are out there to H.R. 7, I may have a different view on your rule today unless there is some assurance you're going to produce a second rule that is somehow going to resemble an open rule on these remaining amendments. This reminds of us the vital importance of the Coast Guard in protecting our nation's waterways.
If Congress does not double the Coast Guard's budget in 2026, the Service will either have to abandon the program.
Congress must do better. The Commandant has said that the Coast Guard needs to be a $20 billion service by 2030, and I believe that should be the minimum.
