Mr. Speaker, as you heard me say earlier, my Republican colleagues and I are committed to providing a more open, transparent and accountable process here. Today's bill is a monumental step towards that right direction, and it's an example of a big desire within our own Speaker's heart to change the way things work here in Washington. The underlying bill has bipartisan support. It went through the regular order; it provided an open rule to allow Republicans and Democrats alike to bring up their ideas and debate them; and even some that have been brought up by the minority here, those are brought up in a way that we will have an opportunity to amend at a later date.
