“Let me finish this first. Another part of that reads: Until such time as we are able to reach agreement and consistent with the practice in previous years when the House and Senate have been delayed in completing action on a budget resolution, I am asking that the rule include a provision that adopts the House-passed budget resolution as an interim budget enforcement measure that will allow the appropriations process to proceed without further delay. The second letter is just a response from Representative Sessions, who is the chair of the Rules Committee, acknowledging that the rule would include the requested interim budget enforcement measure.
