“the opponents of this try and create the impression that I am opposed to library books, that the gentleman from Ohio [Mr. Boehner] is opposed to library books or opposed to computers in the classroom. That is not the argument. There are ways that we buy books, that we buy computers in the schools today, and that is through chapter 2. The program is there right now; 50 percent of the computers we buy in schools today come from title I. We can buy them. We do not need to create a new program and a new bureaucracy. The argument here today is the question of, can we afford another $550 million of new spending not requested by the President, when we are trying to balance the budget, when we are trying to control deficit spending? I think they are great goals. I would love to spend more money on libraries and more money on computers. And I think when we talk about reauthorizing Head Start, we are going to have to have more money for Head Start. We are going to have more money for crime. We are going to want to put more money into health care, lots of good causes, but we have got to establish priorities.”
