Why does it take us a decade when insurance companies are in and out in less than a year?

We are not going to let survivors suffer because of decisions State and local governments did or didn't make.

We have to really be stringent in making sure that we rebuild to much higher standards, not just put it back the way it was.

I think if you drive it toward this idea that we know what the science tells us how to build, we incentivise that.
