I think that is a good approach normally, if there is time and if there is an indication that those other nations are going to take that lead. That is one thing. But there is not time here. There is not the indication that the other nations are going to take that lead. So I say we need to act more expeditiously. I do not think we can afford to wait. This is a crisis that is developing, and developing quickly, and there is every indication that if we continue to wait, Kim Jong Il is going to take additional steps. I understand he may have one or two nuclear weapons now, and he is fast getting into the position where he will be able to manufacture a weapon a month and then faster. We do not have the luxury of waiting until these other nations finally decide they want to do this. They seem to be reluctant. They have not shown any dexterity in moving in to fill this void up to now. I do not think we can afford to wait.
