The Congress, apparently, is expected to just go along and hear all this talk about the ``Commander in Chief,'' and not dare to raise a head to ask a question. You are not supposed to ask questions. You are supposed to put the money down. And that is the way we did it last year. The troops are there and by the time we got around to considering the supplemental appropriation bill, they had already spent several billion dollars, between $30 and $40 billion or some such-- already spent. So we have to pay the bills. That is already spent. We have to do that.
