The Senator says at what point does Congress have that. Congress before, before it provides for calling forth the militia, before it creates an army, before it creates a Navy, it certainly has the power and authority not to do those things; it has the power to issue regulations. I am not suggesting that the Congress ought to try to get into the nitty-gritty, teensy-weensy little details of this and that. Of course, there has to be one person who can command the military forces of this country.
