only 45 session days remain through May 1, the deadline date, beyond which every State will be prohibited by law from obligating new Federal highway or transit funds. This past Thursday, we heard the argument that there is no reason for the Senate to rush to the highway bill, because, it was said, the House does not plan to act on the highway bill until next month or later. Well, Mr. President, I have served in the Congress now going on 46 years. I was 6 years in the House, and this is my 40th year in the Senate. I have served both as majority leader and minority leader, as well as majority whip and secretary of the Democratic conference. I respectfully suggest that the Senate must never let itself be governed by the scheduling preferences of the other body, especially on legislation as important and as urgent as is the highway bill.
