“I hope that Senators will look carefully at section 6 of the proposed constitutional amendment and that they will also look very carefully at the words of the committee report, which deals specifically with section 6. The distinguished Senator from Vermont is on the Judiciary Committee. He wrote some differing views from those of the majority of the committee, and they are printed in the committee report. But inasmuch as my amendment strikes most of section 6, I hope that Members--and I particularly call to the attention of new Members of the body, section 6 and the language in the report which provides the loopholes that will give us all a way out of having to live up to this constitutional amendment give us a way out of having to balance the budget, in the event that it is adopted by both Houses and ratified by three-fourths of the States.”
