I only want to point out that we heard that same old tune last year from then-Director Tom Ridge of the Department of Homeland Security. He wrote me a letter--probably wrote the same letter to Senator Stevens at that time--that they didn't need the money we were trying to put in the bill. So we have heard that before. I wanted to recall for the record that we have heard that same argument before from this administration, at that time through Director Tom Ridge, whom the President of the United States refused to let come before the Appropriations Committee and testify on budget matters.
