I take this occasion to congratulate the distinguished Senator from Alaska [Mr. Stevens], and the other Members of the Senate who were conferees. As I sat and listened to him as he has outlined the changes that were brought within the bill during the meeting of the conference, I commend our Senate conferees. I think they brought about several improvements over the House position. I thank them for that.
