Mr. President, the Senate should ensure that delinquent taxpayers pay their fair share of taxes before we cut vital domestic investments for citizens who actually pay their taxes. With that savings, we can restore the spending for our schools, veterans, and homeland security that is cut by this budget resolution. The Senate should adopt a budget resolution that will permit the enactment of the 13 fiscally disciplined appropriations bills without forcing the Congress to use gimmicks to meet unrealistic spending targets. This amendment sets responsible limits on discretionary spending for fiscal years 2005 and 2006, just enough to fund the levels, adjusted for inflation, that were approved by the Congress earlier this year.
