On behalf of all Senators, I want to congratulate him on the skill and expertise which he has demonstrated in the handling of this bill. It is a complex and difficult bill. It is an exceedingly important bill. Although I shall vote against it for other reasons, I feel it incumbent upon me, especially, to call attention to his excellent management of this bill. He is an outstanding member of the Appropriations Committee and takes his responsibilities very seriously there. As always, he is so gentlemanly and considerate of the needs of other Senators with respect to their representations of their respective States. I thank him for his dedication and, once again, I salute him and congratulate him on the fine example he has shown. It is an example which I hope we all will attempt to emulate.
