we must not take control of public moneys from the elected representatives of the people and give it to an unelected bureaucrat. The Byrd-Stevens-Inouye-Warner amendment gives the director the flexibility to transfer personnel and appropriations to protect against terrorist attacks but provides a leash with which to rein him in should abuses occur. They may occur. They probably will in time. This is a safeguard. I say listen to the Constitution of the United States. I am very interested in reform, and I admire the work the committee has done. But we are acting too hastily. We are not given enough time, and we are going to rue the day that we turned this amendment down and failed to leash this unelected bureaucrat. We, the people, stand by the Constitution.
