I am not out to kill this bill. I may vote for it. And I am in no position to know--I am in no position to say how soon we will pass this bill. It may be today, it may be tomorrow, it may be Friday. I do not know. I was a bit astonished and taken aback when both committees, the Governmental Affairs Committee and the Budget Committee in the Senate, by rollcall votes declined to submit committee reports. I was, in a manner, offended as a Senator, as a Senator who has been here many years, who is accustomed to having committee reports on major bills, as a Senator who has always stood for the rights of the minority. I have always stood for the rights of the minority in this body. I felt that the rights of the minority were being trampled underfoot by the rejection in both committees of minority requests that there be committee reports, and the minorities in both committees were refused.
